Job Description

Sr. Manager, IT Project Management


The Sr. Manager, IT Project Management, will take a leadership role supporting portfolios, programs, and projects.  This successful individual will work effectively across the organization to ensure strategic projects are delivered within the applicable parameters of schedule, scope, budget, and quality.  The ability to work collaboratively across the organization, engage stakeholders, and deliver on commitments is paramount.  Governance of process, obtaining buy-in, and leveraging resources to complete required work are critical components of the position.  The ultimate focus of the position is improving Information Service's ability to make and meet its commitments and maximize the utilization of its labor resources through the application of Program, Project, and Resource Management principles.

Our Senior Manager will be responsible for ensuring a project management approach aligns with the IT strategy. The role is expected to provide strong leadership to promote best practices in managing IT projects to ensure successful delivery.  Strong project management and excellent organizational skills are essential, as is the ability to liaise with people at all levels of the organization.  The candidate will report to the Senior Director, Client Services, and support project management disciplines in a highly fast-paced environment to support the development of a world-class IT organization.  The position also requires managing, developing, and mentoring other project managers in the Project Management Office, ensuring they follow the processes and procedures.

Responsibilities

Responsibilities will include, but not be limited to:
1.    Establishing the PMO organization as a center of excellence.
2.    Assist in developing the Information Technology Strat Plan
3.    Orchestrating the completion of Critical IT projects for our business partners
4.    Managing the phase gate governance and critical project review meetings for IT
5.    Producing the IT monthly Newsletter
6.    Managing Key Performance Indicators and metrics for IT
7.    Take a strategic leadership role in developing an Enterprise PMO and support adoption by business units across the enterprise
8.    Manage, develop and mentor project managers in the IT PMO
9.    Develop C-Level PowerPoints and dashboards, assisting with board meeting materials
10.    Lead all project phases from their initial planning stage through the execution of deliverables and post-project closing reviews.
11.    Initiate, plan and manage projects with cross-functional teams, business units, and external staff resources.
12.    Manage project objectives, scopes, milestones through a structured approval and change management process.
13.    Define the project management processes, accountability, and expectations required from all project participants.
14.    Track the project life cycle, including success factors, acceptance, and sign-off from stakeholders.
15.    Ensure project plans are created and maintained, deliverables tracked against time/cost, and resource workload capacity metrics reported.
16.    Manage contingency plans, balance resource workloads, and assignments, and simultaneously identify project risk triggers across multiple projects.
17.    Report on actual resource hours consumed against estimated plan hours and adjust to achieve target milestones or identify resource availability opportunities.
18.     Motivate teams to embrace the project management workflow as a positive opportunity for building a high-impact performance organization.
19.     Adapt to and effectively respond to shifts in project scopes, new and changing project requirements, and unexpected events.
20.     Maintain a project dashboard to provide insight into projects' status, approved decisions, and actions in progress. 
21.     Leverage the PPM Pro project management software tool to facilitate the reporting of project milestones, risks/constraints, and resource workload capacity.
22.     Maintain a project center of excellence repository with active and completed projects.
23.     Manage the transition of an active project to a support phase and formally close out the project by conducting post reviews and documenting lessons learned in the project center.
24.     Perform ongoing assessment of all active projects, including scope management, resource scheduling, and budget status where applicable.
25.     Recommend continuous improvement to PMO processes for greater efficiency and improved quality.
26.     Provide constructive resource performance feedback.
27.     Conduct audits and ensure adherence to the project management methodologies in all projects.
28.     Maintain project governance controls, transparency, and traceability for all executives, stakeholders, and team members.
29.    Participate in the development, refinement, and integration of project management methodology processes to streamline project delivery

Requirements

•    Bachelor’s Degree in Business, Computer Science, Information Technology or related field (MS preferred)
•    5+ years managing, mentoring, and developing a project management team
•    PMP (Project Management Professional) Certification
•    Proficiency in Planview PPM Pro project portfolio management software is a must.
•    Must have 6+ years of demonstrated project management experience working in a PMO and 2+ years with Planview PPM Pro
•    Must have 6+ years of IT industry experience
•    Matrix management experience in a large-scale IT environment
•    6+ years of Business industry experience
•    3-5 years of application implementation experience (project management experience with large scale application implementation projects)
•    3-5 years of IT infrastructure project execution experience (project management experience with large scale infrastructure implementation projects)
•    2 years of experience managing international projects
•    5 years of demonstrated experience managing project resources indirectly and remotely
•    Experienced in managing project life-cycle stages, including schedule, budget, risk/issue management, and status reporting to various levels of the organization.
•    Metric driven with strong analytical and cross-group collaboration skills to bring the organization to consensus on decisions on both short and long-term product plans
•    Excellent oral and written communications skills
•    Excellent presentation and public speaking skills
•    Ability to multitask and manage multiple projects simultaneously
•    Ability to use a wide degree of creativity and latitude to think differently, challenge conventional wisdom, and drive new best practices
•    Proficiency in using the Microsoft Office suite of applications, including Teams, Word, Excel, PowerPoint, Visio, and Power BI.
•    Ability to work effectively with international teams
