Summary

The Sr. HR Consultant, Human Resources Japan is responsible for providing counsel to managers and employees on HR related matters within assigned areas out of the entire duties of HR Japan in support of the organization’s vision and strategy. The position reports to the Director, Regional HR and operates in a complex matrix organization, managing relationships with HRBPs, COEs and key stakeholders. The position is based in OBP or Osaka site.

Responsibilities

PRIMARY RESPONSIBILITY: Functions as a generalist in a variety of Human Resources activities. Typically serves in an organization where specialists are not fully deployed. Responsibilities may include a multitude of activities. May screen resumes and applications and may interview applicants. May counsel employees concerning work-related problems and conduct termination interviews, providing feedback to management when necessary. Supports company’s diversity initiatives and may maintain records for EEO and affirmative action reporting requirements. Writes position descriptions, benefit brochures and employee handbooks. Conducts research and analyzes data on assigned projects. May assist in the formulation of compensation objectives, manpower goals, performance management, personnel policies and procedures.

Business Partnering & HR Site Support:
•    Partners with Business Leaders of Engineering and other departments to provide relevant and effective HR solutions, processes knowledge, and acts as a hands-on consultant to the leaders in addressing the business’ needs
•    Monitors external business realities and review internal HR practices and policies to ensure alignment and compliance by preparing, updating, and recommending human resource policies and procedures
•    Oversees HR audit & ensuring policy adherence and compliance amongst employees 
•    Collaborates closely with C&B to maintain and enhance employee benefits programs, including compensation, health insurance, expenses, vacation, and other personnel packages
•    Provides HR site support in all related matters as follows:
•    Manages employee relations matters such as grievance handling, whistleblowing
•    Drives employee engagement activities (new hire feedback & skip level meetings) & support the site management with change management initiatives
•    Oversees and manages company's annual performance review process as well as the mid-year review
•    Identifies and recommends areas of improvement to internal standard operating procedures, including team restructuring and morale
•    Analyzes HR data, drawing insights and identifying cause/ effect and preparing HR reporting on key HR metrics, and supports in quarterly government reporting

Talent Acquisition:
•    Partners with business leaders and hiring managers on workforce planning to support talent acquisition team in this area
•    Supports Talent Acquisition team in Industry Career Fairs and University Relations / Internship Programme
•    Oversees any relevant government-related funding program
•    Manages manpower and diversity report of the company
 
Talent Management & Succession Planning:
•    Supports HR leadership and Talent Management team in identifying and developing key talents, high potentials as part of Company's talent management strategies
•    Establishes and implement career development plans and pathways for key talents
•    Partners with Business Leaders in providing solutions to employee's performance management process

Required Experience and Skills

•    Bachelor's Degree qualification in Human Resource Management or related specialization
•    At least 8 years of relevant HR experience
•    Experience in Multinational Semiconductor or Electronics Manufacturing Companies would be an advantage
•    Demonstrates strong business partnering skills and interest to continuously engage the Business Leaders in understanding their challenges
•    Proven knowledge of Local employment laws, labor relations and statutory regulations
•    Proven team player with decent emotional intelligence who can work well with all levels of employees within the organization
•    Strong logical thinking with ability to perform and share at fast-paced organization in a gentle manner
•    Excellent writing/verbal communication skills both in Japanese and English
