Global Trade Compliance Director

Our Global Trade Compliance Director will lead corporate trade compliance strategy and develop, implement, and maintain policies, procedures, and training. The incumbent will provide compliance and execution support across the company to ensure Skyworks Solutions, Inc. and its subsidiaries adhere to all applicable laws, regulations, and guidance regarding global import/export activity.

This role will encompass a broad range of regulatory compliance subjects, including: Import/Export Compliance, Sanctions, Deemed Exports, and all related Import/Export Compliance Governance requirements across our global footprint. You will interact with Legal, Tax, Engineering, Operations, Procurement, Supply Chain, and other internal businesses and external stakeholders to drive Import/Export compliance.

  • Responsible for developing, implementing and maintaining global policies and assisting with local or regional procedures
  • Will liaise with Legal, Compliance and Operations personnel when necessary
  • Manages, creates and delivers training related to Trade Compliance
  • Acts as company advisory providing subject matter expertise and support

This position includes both a hands-on operational component and a management component with two direct reports.  The position will report directly to the Vice President & Deputy General Counsel, and has the flexibility of being based in either our Irvine, California or Woburn, Massachusetts location. Title is flexible and will be based upon experience.


  • Provide regulatory interpretation and guidance in the following areas: Anti-Boycott/Restrictive Trade Practices, Export Control Classification, Export Licensing, Reexports, Licensing Exceptions, Compliance Programs, Compliance Training, Export Documentation, Recordkeeping, Third Party Due Diligence, Restricted Parties, Sanctions, Brokering, and Controlled Activities/Items
  • Oversee the development, implementation and maintenance of corporate Trade Compliance policies and procedures that address applicable import regulations and export regulations (including economic and trade sanctions), as well as the use of third parties that act on the Company’s behalf for relevant import and export activities
  • Develop, train, implement, and conduct compliance reviews of Skyworks’ Import and Export Compliance Programs
  • Provide periodic reports to leadership on performance measures and business operations to include recommended changes to programs, policies, and training
  • Plan and coordinate import/export activities, including the flow of traffic to/from foreign destinations, related customer service, brokerage, and customs transactions
  • Administer and manage processes for duty drawbacks, reconciliations and reductions
  • Proactively collaborate and partner with program managers, internal functions, and senior leadership to define licensing requirements and prepare timely export authorization applications as well as proviso reconsiderations in compliance with the ITAR and EAR
  • Administer CTPAT compliance program and manage associated audits
  • Track compliance against metrics to track success of implemented process solutions
  • Monitor Skyworks’ Import and Export Compliance Programs, work with outside counsel and consultants when appropriate, and advise senior leaders of possible violations and recommend corrective actions
  • Maintain knowledge of current import and export regulations and pending legislation; plan and implement internal programs and policies as required to address risks and respond to changes
  • Implement and enhance processes, policies, and technical solutions aligned with the global trade strategy and business objectives, defining requirements while fostering broader understanding of requirements
  • Ensure global trade records are maintained in accordance with government document retention requirements
  • Provide guidance on Automated Export system (AES) filings to ensure filings are accurate and errors are resolved
  • Provide process support and quality control oversight of in-house export and import classifications
  • Provide guidance to staff regarding compliance with export regulations governing technology
  • Develop and maintain Skyworks’ Global Trade training initial and continuing education programs focusing on compliance and risk reduction
  • Conduct periodic reviews and valuation of trade professionals and company awareness training, determining the appropriate training content, objectives, and design
  • Follow processes for identifying training content and evaluating training effectiveness, including the use of specialized software technology to research, configure, maintain, update, and develop new and existing media and materials


  • Bachelor's degree in business or equivalent experience; Master’s preferred
  • 15+ years related experience, 8+ years of international trade experience
  • Be a “U.S. person” pursuant to section 120.15 of the ITAR.
  • Subject matter expertise including US export administration regulations (EAR), US International Traffic in Arms Regulations (ITAR), Customs Trade Partnership Against Terrorism (CTPAT), US Foreign Trade Regulations, US Customs and Border Protection Regulations, US Office of Foreign Assets Control (OFAC), US Anti-boycott Regulations, Harmonized Tariff Schedule (HTS) Classifications and Valuation Agreement, Country of Origin/Marking & Labeling Requirements, Duty Preference Programs and Federal Sentencing Guidelines
  • Experience with classification (HTS, ECCN and USML);
  • Superior oral and written communication/presentation skills
  • Fluency in English is mandatory, Spanish language skills are a plus
  • Experience working with software tools to support global trade compliance
  • Experience working with engineers and high technology products/services
  • Demonstrated ability to work in and through teams, with all levels of the workforce
  • Demonstrated ability to develop and deploy pragmatic business solutions

  • Management experience is preferred
  • Experience conducting internal audits and assessments is a plus
  • Familiarity with non-U.S. import/export regulations is a plus
  • Ability to implement, map and document processes within a matrix reporting structure
  • Well-developed organizational, priority management, and planning skills
  • Ability to available outside our business hours when necessary, and ability to travel domestically and internationally at 20 – 25%
